PROBLEM TO BE SOLVED: To provide thermal stencil base-paper in which a wrinkle, a twist and shear or the like are not generated at the time of handling, plate-making in a printer and at the time of printing and even if a special device is not executed, plate-making is possible and high-grade printing can be effected. SOLUTION: The thermal stencil base-paper is constituted by sticking at least a thermoplastic resin film 11 to a porous film 13. In order to avoid generation of a wrinkle, a twist and shear or the like, thickness of the porous film 13 can be increased and even if its thickness is increased to 50-1000μm, high- grade printing is possible.
