PROBLEM TO BE SOLVED: To change rotational energy into kinetic energy in one direction of fluid effectively, and change the kinetic energy of fluid into rotational movement energy effectively. SOLUTION: A singular or plurality of self-rotating blades 2 which make selfrotation are fitted on part of a rotor 1. (a) Rotating the rotor 1 permits fluid to move in one direction by action of the selfrotating blade 2. (b) Setting the rotor 1 in the fluid moving in a constant direction permits the rotor 1 to rotate in one direction by action of the self-rotating blade 2.
