PROBLEM TO BE SOLVED: To obtain an elastomer capable of being rendered in the form of an emulsion without requiring a surfactant, and particularly useful for personal care products by mixing and reacting a≡SiH group-containing polysiloxane, a monoalkenyl polyether, an unsaturated hydrocarbon, a noble metal catalyst and a solvent. SOLUTION: As the≡SiH group-containing polysiloxane is used the one represented by formula I or formula II (wherein R, R' and R" are each 1-6C alkyl; a and c are each 0-250; and b is 1-250), as the monoalkenyl polyether is used the one of formula III or formula IV (wherein T is H, 1-10C alkyl, aryl or 1-20 acyl; Q is an unsaturated group; X is 1-6; and y and z are each 0-100) and as the unsaturated hydrocarbon is used anα,ω-diene of formula V, anα,ω-diyne of formula VI or anα,ω-ene-yne of formula VII (wherein X is 1-20). The solvent is selected from an organic compound and a silicon atom- containing compound.
