PROBLEM TO BE SOLVED: To extract only a fire (flame) area from the picture of a monitoring camera while omitting an artificial light source except for a monitoring object. SOLUTION: This device is provided with a fire candidate area extraction means 41 for extracting an area having prescribed brightness as the area seemed to have fire, an inscribed ellipse generation means 43 for generating an ellipse inscribed to the area seemed to have fire, a differential means 44 for differentiating the inscribing ellipse from the area seemed to have fire and generating a differential picture, and area operation means 45 for operating the area of the differential picture and a fire discrimination means 46 for discriminating whether the area seemed to have fire is the real fire area or not based on the area of the differential picture. |
