The arrangement has a fast actuator (28) which can close the vane (16) quickly, and open the vane slowly. The vane is connected to the slow actuator through an electromagnet coupling (40,44) which can be released to decouple the slow actuator (34) and to allow rapid closing under control of the fast actuator (28). The fast actuator is a hydraulic cylinder or motor that pulls the vane quickly onto a stop, and a spring (44) holds the vane on this stop. The stop is displaced by the slow actuator to allow the vane to be driven by a motor to return slowly to the open position.
