PROBLEM TO BE SOLVED: To discriminate colored characters in an original with high accuracy. SOLUTION: A colored character detection means 1 detects colored characters from a color image signal in the case of preliminary scanning. A frequency detection means 2 calculates a frequency of colored characters in all images by dividing an area of a domain detected as the colored characters with a total area of image data. A parameter selection means 3 selects a parameter corresponding to the frequency. A chromatic achromatic discrimination means 4 discriminates a chromatic achromatic domain of the image data obtained in the case of the main scanning by using the parameter selected in the case of the preliminary scanning.
