The stabilizing solution contains a compound represented by the following Formula 1; <CHEM> wherein Q1 is a group of atoms necessary to form a nitrogen-containing heterocyclic ring, R1 is a hydrogen atom, an alkali metal atom, a <CHEM> group or an alkyl group, Q' is a synonym with Q1.
