The invention refers to a fixed actuating set used to drive vehicles on a rolling track, such as cabins, containers, waggons. According to the invention, the fixed actuating set is provided with a wafer (6), whose end covers, on approximately half its circumference, cable (4), in order to connect to the loop of spring (5), thus smoothly moving a cabin (7).
