Known systems for recording traffic offences comprise a device and a security camera which, either by way of a constantly present telecommunication connection transmits the digital video signals to an incident room, or is provided with a roll of film which should be regularly replaced. By providing the device with a memory for storing video images and with a threshold-value circuit for, in the event of exceeding, generating an indication signal, with a telecommunication connection being set up only in response to the indication signal, the video images stored in the memory, after having been read out, may be fed to the output and transmitted to an incident room by way of the telecommunication connection set up. In this case, therefore, the threshold-value circuit is used to take a certain initiative, such as the indication that a telecommunication connection should be set up, with said setting up being capable of taking place either from the device or from a network. <IMAGE>
