PROBLEM TO BE SOLVED: To reduce the amount of encoded data and to prevent the quality of a decoded image from being degraded. SOLUTION: While using 1st part area information in a low-order layer existent before in terms of time and 2nd part area information in a low-order layer existent after in terms of time, weighted averaging 106 of low-order layer frames existent before and after in terms of time is performed to the area, where 1st and 2nd part areas are overlapped, or the area, which is neither 1st part area nor 2nd part area, on the low-order layer frames to be synthesized. Afterward, on the low-order layer frames to be synthesized, the low-order layer frame existent after in terms of time is used for the area on the 1st part area only, and these low-order layer frames to be synthesized, the low-order layer frame existent before in terms of time is used for the area of 2nd part area only so that the low-order layer frames can be synthesized. |
