The controller includes a device which changes the cell level from a higher to a lower level, with the threshold reduced as the higher level load is increased and vice-versa. On moving from a lower to a higher level cell, the threshold is reduced as the higher level load is reduced and vice-versa. The load on the lower level cell may be similarly determined and when the level may be changed from a higher to a lower level, the threshold is be increased as the lower level load is increased and vice-versa. When moving from a lower level to a higher level cell, the threshold is increased as the lower level load is reduced and vice-versa. |
