VIDEO INFORMATION CODER AND VIDEO INFORMATION DECODER

PROBLEM TO BE SOLVED: To prevent the deterioration of time resolution due to defaming by reducing a transmission delay that is in capable of starting decoding before all of coded information of a one-frame text is received in the video communication using a communication line of a low transmission rate. SOLUTION: This video information coder uses a band split means 102 to apply band division to a predict error signal and applies coding to each band and a hierarchical coding information transmission means 118 sends sequentially coded information from a low frequency component in the unit of a frame. This video information decoder decodes the information of lower resolution and provides an output of the result at that point of time. Moreover, coding information of a high frequency component sent sequentially is decoded and added to that of a preceding band and the result is used for an interpolation frame for a de-framing frame.
