The apparatus is for a neutral stovepipe driving/swinging a top body and a work equipment part by generating a rotation force by being supplied with the oil pressure from a pump. The apparatus is for preventing the shock phenomenon and the reverse phenomenon by the abrupt increase of the pressure by the rotation-inertial force when the swing motor stops.
