PURPOSE: To provide the moving image recording and reproducing device in which deterioration in reproduced image quality is not incurred even when a code quantity is rapidly increased in the case of a scene change or the like. CONSTITUTION: An adder circuit 41 of a recording system adds an overflow detection signal from an overflow detection circuit 40 to coded data recorded on a recording medium 18. An overflow detection signal extract circuit 44 of a reproduction system extracts the overflow detection signal recorded on the recording medium 18 and a discrimination circuit 45 discriminates whether or not overflow is present according to the overflow detection signal. When the presence of overflow is discriminated at recording, a changeover circuit 51 selects an output of a memory 10 (data of at least one preceding field or frame) and the selected signal is outputted. Even when an overflow takes place in the recording state and missing takes place in recording data, the missing data are replaced with data of one preceding field or frame at reproduction to compensate missing data.
