The invention relates to a radiating plate based on a new principle called thermal gradient, and a cooling method using the plate. The radiating plate comprises a metallic plate and a thermal gradient forming layer layered on the surface of the metallic plate on a side of a low temperature zone, which plate and layer are disposed between a high temperature zone and the low temperature zone. The thermal gradient forming layer comprises a heat conductive material which is smaller in thermal capacity and absorption of radiant heat than the metallic plate.
