An improved light modulating device having an electrically active layer to which an electric field is applied through a pair of transparent metal electrodes. The improvement relates to providing at least one of the electrodes with a thin passivating dielectric layer to enhance degradation resistance. The dielectric layer may also act as a dielectric tuning layer.
