PURPOSE:To authenticate a user with high reliability by speedily corresponding to the check of an ID card even if a change is present in a check content and checking the card in detail. CONSTITUTION:An ID card checking means 31 in a terminal 3 checks only basic card information. When a terminal can be used in the terminal 3, card information is transmitted to a host computer 5. A terminal utilization checking means 51 checks the card information by referring to an ID management information file 4 where information is immediately updated to alteration information at the time of emergency, and whether the terminal can be used or not is message-transmitted to the terminal 3. |
