The device acts by cutting an electrical circuit which is essential for the starting or operation of the vehicle, and by allowing starting or running of the vehicle after actuation of two controls of members or accessories present on the vehicle. This device comprises: a bistable relay (1) with two coils (2, 3), a starting circuit (11) connected to one of the coils (2), a revalidation circuit (22) connected to the other coil (3), a control circuit (30) with relay (31, 32) connected to the revalidation circuit (22) and to the controls of members or accessories selected. A connector (46) makes it possible in addition to connect the control circuit (30) to a code composition keyboard (41). <IMAGE>
