The device includes a housing having a pair of diametrically-opposed portions (preferably hemispherical) each of which has a peripheral edge. The peripheral edges are formed so as to provide a solid mating relationship therebetween. A single weight means is disposed in the housing, and the weight means has a pair of opposite ends, each of which is secured to a respective diametrically opposed portion of the housing.
