A water/oil emulsion type foundation cosmetic composition comprises oil and wax, silicon deriv. and pigment treated with methylhydrogensiloxane. The silicon deriv. is pref. at least one of dimeticone, cyclometicone, phenylidmeticone, silicon wax or hexamethyldisiloxane. The cosmetic has a good cosmetic effect, durability and stability.
