PURPOSE: To improve the total optical efficiency of a panel by providing this panel with shielding parts or bent parts for emitting a part of light along the length and mounting attenuation generation coatings only to the outside surfaces of the selected shielding parts or bent parts, thereby attenuating the light to be emitted. CONSTITUTION: The light emitting panel 2 formed by braiding optical fibers to a sheet or mat form is composed of one layer of braided optical fiber layer 10. The optical fibers 11 of the layer 10 are woven only in the warp direction and weft 12 is woven in the weft direction. The optical fibers 11 are bent in the plural positions parted from each other along the length and are put into the shielding state in order to generate light from the light emitting panel 2. The angle of the respective bent parts 15 is set larger than the internal reflection angle so that the light is emitted from the respectively bent parts 15. Further, the transparent coatings 25 having the refractive index different from the refractive index of the core materials of the optical fibers 11 are mounted only at the outside surfaces of the shielding parts or the bent parts 15 to generate the attenuation change only in the parts escaping from the shielding parts or bent parts 15 of the optical fiber panel 2. As a result, the optical total efficiency of the panel 2 is improved.
