PURPOSE:To completely shield a detrimental electromagnetic wave received at a building in a steel skeleton structure by enhancing conductivity by welding, and connecting a steel skeleton post to a steel tube pile to form a grounding member utilizing its total section. CONSTITUTION:An outer wall panel is enhanced in its conductivity by forming an electromagnetic wave shielding wall panel 5 in which a material having excellent conductivity is used as the core 5B of concrete 5A and forming welding pads 10, 11 instead of bolt clamping. Further, a ring 4A is provided at the upper end of a steel tube pile 4, the lower end of a steel skeleton post 1 is connected by welding pad 14 to the ring 4A, and the pile 4 is used as a grounding member. Then, such post 1 and pipe 4 can be utilized for total section. Thus, it can completely shield the inflow of an electromagnetic wave from an exterior and the leakage of an electromagnetic wave from a building.
