PURPOSE:To change position, in which an image is chipped, in accordance with the preference of a viewer by constituting the titled device of a display for a first TV system, a signal converting device to generate a signal to display a second TV system signal having a different aspect ratio, a display position designating means and an image receiver. CONSTITUTION:A second TV system signal inputted from an input terminal 1 is supplied to a display 3 for the first TV system having a different aspect ratio with a signal converting device 2. When a displaying position is changed, the display position designating means such as a remote controller 4, is used. The signal from the controller 4 is received by a receiving circuit 5, at the time of position change instruction, a control signal 6 is generated and the display image starting position of the device 2 is changed. In this case, the device 2 writes a second system signal into a frame memory 7, reads it with a first system timing, an interpolating circuit 8 interpolates it and it is converted to a first system signal. The reading timing of a memory is controlled by the control signal 6 from the receiving circuit 5 and the moving of the display starting position can be realized.
