PURPOSE:To realize a monitoring control at the time of a usual action and a high speed transient analysis at the time of an abnormality with a small hard quantity by responding to the detection of a plant abnormality generation, executing a protecting control sequence and sampling a process signal at a high speed. CONSTITUTION:A PI/O 7 receives an instruction signal from a host processing device 1 through a station 6 and a transmission line 2 with a communicating control part 14. A process signal SP is inputted from an input output part 10 and a transient condition recorder 11 to an I/O 7, and a processor 13 executes the high speed/low speed processing at the time of the abnormality and usual time and transmits a signal through a bus 8 and the control part 14 to the device 1. At the time of the high speed mode, the I/O 7 executes the stop control of the minimum necessary limit for a plant protection and all possible processing capacities are abutted to the sampling of an input signal and a high speed sampling is executed. Consequently, at the time of the generation of the abnormality of a plant, a sequence control for protecting and stopping is executed in a time series without waiting for a command from the device 1.
