PURPOSE:To permit cost reduction and process simplification by providing a discharging part which releases pressure and introducing a neutralization liquid into a cake contained in a dehydrator capable of dehydration through a filtration cloth utilizing the pressure of foul water itself. CONSTITUTION:In a dehydrator capable of dehydration through a filtration cloth 10a-10c utilizing the pressure of foul water itself for dehydration and neutralization of acidic or alkaline foul water, discharging parts 13a-13c which release pressure and also induction parts 12a, 12b which induce neutralization liquid into a contained cake are provided. Consequently the liquid and cake discharged from the dehydrator need not be neutralized by a neutralization device provided separately as it conventionally was, thus allowing process simplification and cost reduction. After charging foul water under pressure into a porous element 9 and a filtration chamber 11 through a guide inlet 12 and the dehydration thereof, a neutralization liquid is introduced through the guide inlet 12 for neutralization process.
