PURPOSE:To smooth the linear mixing of the signals of a still picture area and a moving picture area, and to obtain a stable picture by inserting a temporal filter system into the prescribed spot of an encoder in a conventional sub- sampling frequency band compression transmitting system. CONSTITUTION:In the sub-sampling frequency band compression transmitting system, by inserting the temporal filter system (a) into the prescribed spot of the encoder 21 of said device side, a picture distortion, interposed by mixing the still picture and the moving picture through a prefilters 22, 23 which are necessary for the transmitting system, is removed. Besides, when said prescribed spot is preferably the inserting part of the encoder 21, the temporal filter (a) is provided with, at least, a complementary high pass/low pass filter 1 and the temporal filter 2, and only the component of a higher frequency than the frequency at which a folded component is produced at the sub-sampling for the moving picture, is filter-processed by the temporal filter 2. Thus, the moving and the still component can be linear-mixed sufficiently exactly, and the stable picture is obtained. |
