PURPOSE:To attain coding/decoding of a hierarchical picture by detecting it that a reference picture element required for the processing of said level depending on the processing up to the preceding level is stored in a coding/ decoding section so as to omit the transfer of useless reference picture element. CONSTITUTION:A computer 3 stores at first a picture data to be coded in a memory 1 to give a command of coding to a coding and decoding section 2. In this case, the coded level, the size of a picture data in the memory 1 and a storage address or the like are sent to the coding and decoding section 2. When the coded level designated therein is a 1st level, a data transfer control section 5 transfers the coded picture element from the memory 1 to the memory 4 to apply coding to the 1st level as to the coded picture element. When the coding of a 2nd level is designated, the data transfer control section 5 transfers only the coded picture element of the 2nd level from the memory 1 to the memory 4 to apply the coding processing.
