PURPOSE:To record a still picture information signal of high picture quality in a short time by encoding digital picture information signals in parallel by plural encoding means, taking out these encoded signals serially and recording in the plural areas of a recording medium. CONSTITUTION:A switch 2 is connected to a S side and an analog video signal is stored for one frame in a frame memory 8 as still picture data by a memory control circuit 10 through an A/D converter 7. Then, the still picture data is read serially, inputted to PCM signal processing circuits 12A 12F in parallel in a multi/demultiplexer 11 and encoded. PCM processed still picture data which is inputted in parallel is taken out serially from the multi/demultiplexer 11, supplied to a recording and reproducing part 6 through a recording signal processing circuit 14, a tracking control signal multiplex circuit 5 and recorded on the recording area on a magnetic tape by a rotary head.
