PURPOSE:To reduce the circuit scale in a small sized earth station and to improve the transmission efficiency by using a data processing circuit in common for a line requiring the signal error correction coding and a line requiring a high information transmission rate. CONSTITUTION:A signal a1 is fed to a conversion circuit 1, where the signal is converted into an m1-string of data strings having a normalized bit rate N1 at the use of error correction and into an R X m1-string of data strings of normalized bit rate N1 at non-use of error correction respectively. Further, (R-1) X m1 lines are made ineffective among output signal lines R X m1 at the use of error correction. The effective outputs m1 among the converted outputs are inutted to an error correction coding circuit 3 at the effective error correction after the processing such as scrambling at the processing circuit 2. Then m1 X R signals as broad hand output data from the coded data e1 are fed to a selection circuit 4, and one of the data el and the data d1 being the outputs R X m1 of the circuit 2 is outputted as an effective data f1 by using an error correcting function effective/ineffective control signal b1.
