PURPOSE:To prevent the deterioration in voice quality from being increased and to attain the stable echo processing by providing a means switching ineffectively or effectively the function of compression/decoding processing and echo processing. CONSTITUTION:A multiplexer 300 has a block 301 multiplexing/separating a signal, a block 302 compressing/decoding a voice signal and a block 304 applying echo processing. Further, a block 306 is provided, which switching the mode making the compression/decoding/echo processing function of signal effective and the mode stopping the said function. Thus, the modes for compression/ decoding echo processing are selected by operating the block 306. The the increase in the deterioration of quality of the voice signal due to compression/ decoding processing at multi-stage relaying is prevented and the stable echo processing is realized.
