PURPOSE:To inspect a leak in an oil outlet pipe simultaneously with other communicating pipes by providing a by-pass communicating pipe between the cutoff rubber body of the check valve part of the oil outlet pipe and the cutoff rubber body of one of other communicating pipes. CONSTITUTION:When an underground tank 1 is used in the normal state, a check valve 7 communicates with only the oil outlet pipe 3 and a metering machine 2 and communicating pipes, oil injection valves, etc., are linked with other pipes 4, 5, and 6, etc. When whether there is a leak or not is inspected, an air vent pipe, the oil injection valves, etc., are removed, cutoff rubber bodies M are mounted on the pipes 4, 5, and 6 respectively, and pressurized air is sent from an air vent passage 12 to close the upper end opening parts of the pipes. At the same time, a pipe communicating pipe 8 is linked, a pressure reduction measuring instrument 17 and a recorder 19 are provided, and the pressure in the tank 1 is reduced by a vacuum pump 17 from the rubber bodies M to a constant pressure reduction state, thereby inspecting whether the pressure drops or not. In this case, the pressure reduction state in the tank 1 extends to the pipes 4, 5, and 6 linked with a gas phase part A and further to the pipe 3 whose lower end opening part is dipped in a liquid tank part L through the communicating pipe 8, so that all the pipes can be inspected.
