PURPOSE:To prevent an air conditioning load from being increased due to a ventilation operation throughout a year and to improve an energy saving by a method wherein an air conditioning mode is set for a ventilation device in response to a cooling signal, a heating signal and an air conditioning OFF signal in the air conditioner or air conditioning system. CONSTITUTION:A signal obtained by sensing part 8 for air conditioner signal is fed to an air conditioner operating condition comparator part 9, cooling, heating and air conditioner OFF conditions are compared to each other, fed to a condition discriminator 10 together with a signal at the enthalpy comparator part 7, a changing-over of operation in the ventilation device is discriminated, its output is passed through a signal output part 11 and fed to the ventilation device. In this way, it is possible to set a mode of the ventilation device only with addition of a signal indicating an air conditioning state from the air conditioner or air conditioning system and further it is possible to control a change- over between a normal ventilating operation and a full heat exchanging operation due to a difference between indoor enthalpy and outdoor ethalpy.
