PURPOSE:To segment characters at a high speed and also to cope with separate characters by producing a character frame additional frame record information, an additional record start scan position and data on an additional scan number at a time when binary8 coded picture element information is stored in a picture memory. CONSTITUTION:The along picture signals are binary coded at a picture information storing part 4 and stored in a picture memory 45. Here the binary coded signals are also stored in a picture element state detecting part 1 and a character picture frame additional record part 3. The part 1 detects whether the black picture elements showing a character picture exist or all picture elements are white for each single main scan. Then the part 1 informs the result of this detection to a position information storing part 2. The part 2 stores the scan where the black picture elements exist instead of the scan where all picture elements are white and then stores the additional record scan number where the additional record start scan position and the scan of black picture elements are continuous when the additional record is started. The part 3 secures an OR between the input of the binary picture element and the information on the stored binary coded picture element obtained previously by a cycle and stores the binary coded signal again while the states of black picture elements are continuous.
