PURPOSE:To obtain an emulsion having good solubility and useful as a flocculant for treating sewage, by mixing a high concn. solution of a water soluble polymer having a high cationic degree with an oil phase containing a small amount of two kinds of specific surfactants. CONSTITUTION:An oil phase containing 0.05-0.15wt% of a maleic anhydride type surfactant represented by formula I (wherein x is a number larger than about 5, the mol ratio of a to b is 3:1-1:1, HLB is smaller than about 14 and R1-4 are H or alkyl) and 0.1-0.4wt% of a specific alkylene oxide type surfactant is mixed with 30-60wt% of a water soluble polymer with a cationic degree of 40mol% or more. 0.5-3.5wt% of a breaker type surfactant is added to thus obtained cationic water in oil type emulsion to enhance the handling property and stability of said emulsion. A cationic monomer is represented by formula II (wherein R5 is H or CH3, R6 and R7 are an alkyl group, R8 is H, A is O, B is an alkylene group and X<theta> is an anionic pair ion).
