PURPOSE:To further reduce the concn. of a diluted solution to be separated and to improve efficiency while reducing required power, by using an electrolyte collection apparatus having function for electrically or magnetically restricting or stagnating an electrolyte. CONSTITUTION:A raw solution is supplied to an electrodialytic apparatus or electrolyte collection apparatus 201 by a pump 210 and the partial ion exchange or ion restriction of the raw solution is performed by a dialytic method and the concn. thereof is controlled to treat the raw solution so as to obtain a partially diluted state before sending said solution to an evaporation apparatus 206. A part of the diluted solution is separated by evaporation and the generated steam is condensed by a condenser 207 to prepare a high purity diluted solution which is, in turn, gathered to a tank 208 as a product. The conc. solution is sucked from a tank 212 by a pump 211 and supplied to the electrodialytic apparatus or electrolyte collection apparatus 201 to absorb a solute from the diluted solution to be concentrated while the concn. solution is recirculated to be reused and, when it reaches a predetermined concn., is discharged to the outside.
