PURPOSE:To shorten a decoding time by organizing a decoding table based upon the number of preceding '0's at the top of each MH character and limiting an extent for retrieving a decoding table by the number of '0's at the top data segmented from an inputted compression data string. CONSTITUTION:A data recovering part 6 reads a data from a fore front of the compression data string stored in a data buffer 5 and seeks for a run length and a code length by using an address conversion table 7 and run length/code length table 8, then converts the run length thus obtained to a video signal. It is assumed that the address conversion table 7 consists of eight tables 7-0-7-7, in multiple, and each table divides MH characters into several groups by the number of '0's of the top part of MH codes and using a eight bit value following the preceding Os as an address in every group to register each corresponding table 8. The table 8 has same number of address positions as of MH codes and each address position is pointed by tables 7-0-7-7, has a value of run length and code length corresponding to each MH code.
