PURPOSE: A device for transmitting encoded authentication data in order to issue a prepaid/postpaid card, a system and method for authenticating issue of the prepaid/postpaid card are provided to prevent the exposure of a key value related to a total system even a transmitting unit including the authenticated key value for issuing a credit card is robbed. CONSTITUTION: A card issuing company(100) and an authentication unit(110) supply a public key and secret key. A card issuing security unit(120) stores and encodes a plurality of issuing keys of the card issuing company. A key transmitting unit(140) stores and transmits the encoded key. An authentication module(130) decodes the encoded key using the secret key and authenticates the issue of the card.
