PURPOSE:To realize an economical use of circuit, by utilizing a high-speed or low-speed channel via the accumulation service of an exchange according to the quality of the circuit. CONSTITUTION:The terminal 1 is connected via the local switch (LS)3 to the LS4 which is connected to the terminal 2 via the toll switch (TS)5. The accumulation service device 6 is provided to the TS5. Thus a communication suited to each circuit is made possible via the device 6 even in case high-speed channel can be used for the circuit between the LS3 and TS5 and exclusively the low-speed channel can be used for the circuit between the LS4 and TS5.
