An encoding apparatus for hierarchically encoding the top and bottom field data separated from each of a plurality of picture data constituting moving images. The encoding apparatus comprises a first encoding part (12) that is adapted to encode one of the top and bottom field data separated from the picture data, thereby generating first prediction image data; a converting part (13) that is adapted to interpolate the first prediction image data, thereby generating second prediction image data corresponding to the scanning positions of the other of the two field data; and a second encoding part (14) that is adapted to encode, based on the second prediction image data, the other of the two field data.
