PURPOSE:To ensure an effective inter-frame encoding by detecting the phase information of the frame synchronous signal for the video signal of te transmitter side, inserting the phase information to the output side of the transmission buffer memory, and securing a constant phase relation for the video frame synchronous signal of the transmitter/receiver side via the output of the buffer memory.
