PROBLEM TO BE SOLVED: To provide a cadmium negative electrode superior in charge-discharge cycle characteristics by forming a coating superior in deterioration suppressing effect on a surface of the cadmium negative electrode or on a surface of negative electrode active substance. SOLUTION: This method has an active substance filling process wherein an active substance filling electrode plate is made by filling cadmium active substance into an electrode base plate, and with a polyethylene glycol addition process wherein polyethylene glycol is coated on or impregnated into this active substance filling electrode plate and the coating of polyethylene glycol is formed on the surface of the cadmium negative electrode or on the surface of cadmium active substance.
