摘要 PROBLEM TO BE SOLVED: To obtain an efficient compressive coding method by utilizing ripple conversion. SOLUTION: A ripple conversion part 10 performs the ripple conversion of an input image and outputs the result to a tree-processing part 12. The part 12 geometrically and statistically processes a ripple conversion coefficient that is acquired as a result of ripple conversion and shows the height of the ripple conversion coefficient as a tree structure. A 1st arithmetic encoding part 14 encodes a tree list, that is outputted from the part 12 and outputs it. On the other hand, a quantizing part 11 quantizes a conversion coefficient on an appropriate quantization section that has been defined by a quantizing section deciding part 16. A 1st arithmetic decoding part 30 decodes tree information which undergoes arithmetic coding by 2nd and 3rd arithmetic coding parts 20 and 22 and restores the tree list of conversion coefficients. A ripple inverse converting part 36 inputs the sizes of restored tree list information and code information and restores a video signal.
