<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of restraining scattering of toner of a line image occurring when the toner amount of the line image is increased. <P>SOLUTION: An engine control part 200 that is a control means controls an optical writing unit 2 so that toner adhesive amount per unit area of the line image formed on transfer paper 100 that is recording material becomes ≤1.0 [mg/cm<SP>2</SP>], and controls the density of writing light and the power of writing light.
