<P>PROBLEM TO BE SOLVED: To read pedestrians' personal information from portable terminals, and provide pedestrian count data wherein dates/times, locations and personal information are combined with meteorological information and event information. <P>SOLUTION: Dynamics information collection devices 20 collect personal information from RFIDs 11 of pedestrian portable terminals 10 and transmit it plus collection date/time information and collection location information to a dynamics information management server 30. The dynamics information management server 30 accumulates the information received from each dynamics information collection device in a dynamics information database 321 and registers meteorological information and event information about each region in an environmental information database 322. The dynamics information management server 30 refers to the dynamics information database 321 and environmental information database 322 with predetermined conditions or requested conditions to retrieve, collect and provide pedestrian count data wherein a collection period and a location are combined with at least any of the personal information, meteorological information and event information.
