PROBLEM TO BE SOLVED: To obtain flaky particles coated with titanium oxide on their surfaces which can impart a cosmetic with ultraviolet-screening effect, good spreadability, good feeling and good make-up finishing by formulating them to a cosmetic. SOLUTION: The surfaces of flaky particles, for example, of a smectite- layered clay mineral, as a kind of laminar clay mineral having three layers are coated with titanium oxide to prepare flaky coated particles of 0.001-0.2μm thickness. In the coating procedure, sol and/or gel of titanium oxide hydrate is combined with hydrogen peroxide to dissolve the titanium oxide hydrate, then the smectite clay mineral is added to the solution and heated. The amount of titanium oxide to be coated is >=4 pts.wt. calculated as TiO2 per 1 pt.wt. of the clay mineral. The flaky coated particles in an amount of 1-80wt.% are formulated to a cosmetic to give the objective cosmetic.
