A heat radiating painted steel sheet for a metal printed circuit board, and its manufacturing method are provided to improve heat radiation and electrical insulation. A heat radiating painted steel sheet for a metal printed circuit board comprises a plated layer(2) plated on the both sides of a steel sheet(1); a pretreatment layer(3) formed on the plated layers at both sides; an under coat layer(4) formed on the pretreatment layers at both sides; a copper foil-adhesion side top coat layer(5) at the side where the under coat layer and a copper foil; and a copper foil-adhesion opposite top coat layer(6) different from the copper foil-adhesion side top coat layer.
