PROBLEM TO BE SOLVED: To provide a rock fall-cum-avalanche prevention facility which can be set in an intermediate area of a slope by using a fence structure of a steel pipe pile foundation. SOLUTION: The fence structure 10 of the steel pipe pile foundation is set on the slope where avalanche prevention is required, and an anchor 40 is almost vertically fixed to the slope at a location above a set location of the fence structure 10. Then ropes 31, 32 connected to tips of the anchor 40 are almost horizontally drawn from the slope to be extended toward the fence structure 10 at a height that is almost the same as a height at which they are drawn from the slope, and connected to a location around a midpoint of an intermediate location of the height of a support of the fence structure 10.
