PROBLEM TO BE SOLVED: To provide a building panel and its manufacturing method easily preventing rainwater from infiltrating into fibrous heat insulating material from a clearance between a face member and a frame member and attaining excellent heat insulating performance at a low cost. SOLUTION: Frame members 3 are provided around the back face of a face member 2, and fibrous heat insulating material 4 and foam synthetic resin heat insulating material 5 are provided successively in layers inside the frame members 3 to constitute a building panel. In this case, the foam synthetic resin heat insulating material 5 is interposed to come in contact with the face member 2 between the frame member 3 of at least an upper frame 31 and the fibrous heat insulating material 4.
