PROBLEM TO BE SOLVED: To provide a water and oil repellant composition which can provide an article good in all of water repellency, oil repellency, and heavy rain durability, a method for producing the same, and an article good in all of water repellency, oil repellency, and heavy rain durability.SOLUTION: The water and oil repellent composition is provided that contains a copolymer having a structural unit based on a monomer (a), a structural unit based on a monomer (b), and a structural unit based on a monomer (c). The monomer (a) is a compound represented by (Z-Y)X, where Z is a perfluoroalkyl group or the like having 1 to 6 carbon atoms, Y is a bivalent organic group or the like, n is 1 or 2, and X is a polymerizable unsaturated group. The monomer (b) is a (meth)acrylate having no polyfluoroalkyl group but having an alkyl group having a carbon number of 12.
