PROBLEM TO BE SOLVED: To provide a conference video encoder system for concentrically managing a plurality of encoders and automatically generating a digital video file to be distributed to the Internet and a conference video distribution system using the encoder system. SOLUTION: A conference information register 41 registers conference information in a DB server 42. Encoder management devices 10, 20 read out the conference information from the DB server 42 in accordance with the contents of a set file and set up a conference name and start/end time for encoding processing in respective encoders 50-1 to 50-n, 60-1 to 60-n. Each of the encoders 50-1 to 50-n, 60-1 to 60-n encodes a conference video signal at the set time and generates a digital video data file. A distribution server 43 repeats the generated video file to the Internet as live video file or distributes the video file as VOD.
